My .rar has 20 parts to it, what's going on?

Calm the fuck down. After the 50th time explaining how to do this, you should've learned how to do this by now. Apparently fucking not.

Now I'll try to break this down as easy as possible

Step 1: If you downloaded a single archive file, and there's several parts of an archive inside of it, extract all those files to a folder first. If not, ignore step 1.

Step 2:  Make sure ALL the parts are in the same folder. Right click on part one of the archive, and click extract. Make sure you extract it to another folder to avoid confusion.

Step 3: If for some reason it should extract more parts, repeat step 2.
